Project Abstract
The “RINSE project”- short for Research and Information Sharing on Freezing and Confiscation Orders in the European Union – is a synergy of six partners involving four Member States (Italy, Greece, Belgium and France) and it is co-funded by the European Commission Justice Program.
Launched in December 2022, and spanning 30 months, RINSE aims to contribute to fostering the mutual recognition of freezing and confiscation orders in the European Union by enhancing knowledge, competences and skills of judiciary professionals and other key players involved in the Multi-Phase Asset Recovery process. The project’s objective is to increase the awareness and understanding with regard to the national implementation of Regulation (EU) 2018/1805 and Directive (EU) 2024/1260 replacing the Directive EU/2014/42 and with regard to the social reuse of confiscated assets through recommendations and best practices sharing as well as the interconnections among judicial and non-judicial professionals.

Through these efforts, RINSE strives to improve cross-border cooperation, address training gaps, and foster a cohesive approach to asset recovery across the European Union.

Target group
The project’s activities will be addressed to the following categories of professionals:
DIRECT beneficiaries: The main direct beneficiaries of the training program will be legal practitioners having a criminal law background and working in the criminal justice system either in the capacity of a judge/magistrate, prosecutor or lawyer. Although newly / to be appointed justice professionals are not the primary target group of the project, they will be reached out and involved in the training activities enabling them to understand early in their career the role they are to play as European justice practitioners and trust each other to make cross-border proceedings more efficient. Further direct beneficiaries of the training activities are public entities managing frozen/seized assets: asset recovery officers, asset management officers, etc.
INDIRECT beneficiaries: municipalities/consortia/entities managing frozen/seized assets; association of enterprises.
Activity:
The on-line training will be conducted over 3 days and will cover different aspects of the subject matter: historical (2h), theoretical (4h20min) and practical (3h30min). Significant emphasis will be placed on the completion of the standard certificate enclosed in Regulation (EU) 2018/1805, which has been identified as one of the major gaps during the previous research phase (focus group meetings and online survey). Additionally, the audience will receive an explanation of European collaboration tools (for judges, for lawyers and for third-sector associations). There will be a Q&A session after each module to facilitate discussions and debates with experts. Each session will be recorded on Teams and the recording will be available through the RINSE website.
The participation in the project is free and voluntary.
To take part in the project, it is necessary to provide personal data. The participant’s personal and sensitive data will be used exclusively for project needs.

Personal data processing in compliance with art 13 EU Regulation 2016/679 (GDPR)
RINSE team, responsible for the management of the following data collected to develop the activities outlined in this consent form, intends to advise the interested party about the use of personal data:
Personal and contact data will be collected to inform on project news and focal events, to allow participation in project activities, to monitor project progress and to verify that RINSE activities are properly outreaching the target group.
Furthermore, the data collecting will be indispensable to monitor the achievement of success indicators established in agreement with the European Commission and to submit the related report including all data collected in aggregate manner.
The processing of personal data will be based on principles of correctness, lawfulness, transparency, minimization, relevance, accountability and may be carried out using paper and/or computer media, however suitable for guaranteeing the security and confidentiality of the data and in any case through the use procedures that avoid the risk of loss, theft, unauthorized access, illicit use, unwanted modifications and dissemination in compliance with current regulations.
Personal data will be kept only for the time necessary to achieve the purposes for which they were collected or for any other legitimate purpose connected to them.
Once the purposes for which they were collected have been exhausted, personal data will be irreversibly anonymised and/or deleted, destroyed in a safe way.

The data will be processed by the Data Controllers and any appointed and strictly authorized Data Processors, through the adoption of technical-organizational measures suitable to satisfy the compliance with the legislation on data protection (privacy). Personal data will not be communicated and/or disclosed to third parties, except for:
Any list of data processors and other subjects to whom the data is communicated can be viewed on request by sending an email to the project team coordinator.
The personal data collected will be communicated to the Università degli Studi della Campania “L. Vanvitelli “- RINSE Lead Partner with registered office in Caserta, Viale Abramo Lincoln n° 5, and exploited for RINSE implementation.
Personal data will not be subject to disclosure or to any fully automated decision-making process, including profiling.
Individuals concerned may at any time exercise the rights referred to in articles 15, 16, 17, 18, 19, 20, 21 of the GDPR by sending an email or a written communication to the work team (rinse.project@unicampania.it) to obtain:
Furthermore, at any time, individuals may object to the processing of data concerning him or her or withdraw consent to the processing, without prejudice to the lawfulness of the processing based on consent before the revocation.
The Data Controllers may in any case preserve certain personal data even after the request for termination of the processing exclusively to defend or assert their own right, or in the cases provided for by law or as a result of the order of a judicial or administrative authority and, more generally, to comply with the legal obligations regarding conservation.

Consent form for the use of images

AUTHORIZES
The Università degli Studi della Campania “L. Vanvitelli”, RINSE Lead Partner, with registered office in Caserta, street Abramo Lincoln n° 5, to use, free and without limits of duration and space, for documentary, information and communication aims, the photographic shots and audio-visual recordings, even in partial and/or adapted form, the name and/or related personal statements and comments, obtained during the activities carried out within the project.
The undersigned also allows a non-exclusive license, with no limit of duration and for the whole world, transferable to third parties, for the use of the aforementioned photographic and audio-visual recordings, including the rights of national and European laws, including, by way of example and not limited to: right of reproduction in any way or form; right of publication; right of transcription, editing, adaptation, processing and reduction; right of communication and distribution to the public, including the rights of projection, transmission and dissemination, also in summary and/or abridged version, by any technical means, right to keep a copy, also in electronic form and on any known or future technological support invention for the purposes and within the limits defined above. To this end, the undersigned waives any claim of an economic nature related to the use of the image.
The Università degli Studi della Campania “L. Vanvitelli” ensures that photographic shots and audio-visual recordings realized also by other parties involved in the project will be used exclusively to document and disseminate the activities organized within the project through the website and social channels related to the project and the RINSE partnership composed by Università degli Studi della Campania “L. Vanvitelli”, G.R.A.L.E (It) – University Spin-Off; IGO-IFJ Instituut voor Gerechtelijke Opleiding-Institut de Formation Judiciaire (BE); EPLO – European Public Law Organization (GR); Crim’HALT comme ALTernative (FR); UTJJ – Université de Toulouse Jean Jaurès (FR), project material, as well as information sites or media, digital and non-digital, and during events and initiatives promoted for the project dissemination.
The undersigned also declares to keep undamaged the Università degli Studi della Campania “L. Vanvitelli” from any loss, damage, liability, cost or expense, including legal fees, arising from or in any way related to claims or disputes by third parties, relating to the use of the aforementioned photographic and audio-visual recordings.
In any case, any use that could harm the honour, reputation or decorum of the person portrayed, filmed or registered is excluded.
This consent form may be revoked at any time by written communication to rinse.project@unicampania.it. This revocation does not preclude the correctness of the treatment carried out on the basis of the consent provided before the revocation.
